The Uganda National Bureau of Standards (UNBS) has seized more than 500 bags of suspected substandard cement in a major operation aimed at protecting consumers from hazardous building materials.
The enforcement action took place in Kasana Market and Kalongo Zone, Luwero Town Council, following intelligence provided by the Officer in Charge (OC) of Luwero Police Station.
The UNBS market surveillance team targeted a hardware store suspected of dealing in adulterated cement, uncovering evidence of illegal repackaging and potential fraud.
According to a statement from UNBS, the store’s owner, Mr. Daudi Mutaasa, was found in possession of empty cement bags from reputable manufacturers, including Tororo and Hima, raising suspicions of repackaging substandard products under well-known brand names.
Further searches at the premises led to the discovery of sacks containing stone dust and lime, substances often used to adulterate cement, reducing its quality and safety.
Additionally, a box of counterfeit Digital Comforty Mark (DCM) stickers was found, suggesting an effort to deceive unsuspecting consumers by falsely certifying the substandard cement as meeting national quality standards.
“Mr. Mutaasa is set to face legal action for his alleged involvement in the production and distribution of substandard cement, a serious offense that endangers public safety and violates UNBS regulations,” the UNBS statement reads.

The crackdown is part of the bureau’s ongoing efforts to eliminate substandard goods from the market and safeguard the structural integrity of buildings across the country.
As investigations continue, UNBS has reiterated its commitment to ensuring that only high-quality construction materials reach consumers, emphasizing that adherence to standards is critical in preventing construction failures and ensuring public safety.
