Mbarara district councilors have moved a motion to have their deputy RDC, Simon Peter Kaswabuli sacked over a number of issues, including allegedly calling them illiterate.
In a motion moved by Benard Mugume Mukuru, the representative for Kashare sub county and seconded by Jeniffer Tumuhairwe(Rwanyamahembe sub county) and Moses Kabeireho( Bwizibwera- Rutooma town council), the councilors accused the deputy RDC of undermining them.
“On October,31, 2024, while giving closing remarks at the district budget conference for Mbarara district Local Government, he publicly stated that councilors of Mbarara District local government are illiterate, uneducated and do not understand how local governance, do not know how to read and understand English and therefore heads of department should always draw pictures for illustrating to councilors instead of using words and figures,” the councilors said.
They say that during the function, the deputy RDC said that if the district is to construct a borehole, a picture of a bore hole should be drawn so that the councilors can be able understand since they are illiterate.
“ This was very insulting and demeaning to honourable councilors of Mbarara district local government publicly.”
According to the councilors, the deputy RDC early this month, during a function at Rwanyamahembe seed school, told locals not to vote for uneducated councilors again.
They also accuse him of using a pistol to threaten people, noting that he has become a security threat.
“One time he went to Kashare Sub County without informing stakeholders and incited the community to destroy the farm of former ambassador, Mr. Tushabe Fred . When Mr. Tushabe approached him, he pointed a pistol at him threatening to shoot him. This is very unacceptable in Mbarara District,” the councillors say.
“ In a related incidence, the Deputy RDC Mr. Kaswabuli Simon Peter Watch attacked the Speaker Rubaya sub-county and a section of some councilors calling them illiterate and intimidated them that he is a trained soldier and was investigating them on a crime that he didn’t even mention, that he was even tracking their phones and any time they would be arrested and anything can be done to them.”
The councilors have now written to the Mbarara district speaker informing him of their decision to have the deputy RDC sacked.
They say if the deputy RDC keeps in the district, he will threaten the support of President Museveni in the forthcoming 2026 elections.
