Lubaga deputy RCC, Anderson Burora has shocked many by saying that the entire Kampala Capital City Authority leadership needs an overhaul.
“Given opportunity, KCCA needs both political and technical Overhaul. This is something we are going to advocate for certainly in the next two years. We must honestly have a fresh administration and not a deals administration,” Burora said on Tuesday.
The deputy RCC’s comments stemmed from an incident in which National Unity Platform president, Robert Kyagulanyi, also known as Bobi Wine donated food items to street children to ensure they enjoy the new year.
Burora said it sad that some people are downgrading Kyagulanyi’s act of sharing food with the homeless, noting that it is appalling that majority of those castigating Bobi Wine are not associated with homelessness.He was quick to point out that majority of the leadership at KCCA is only occupying offices and drawing salaries but nothing beyond this.
“ We have had a sick City Council for a long time. A City Council whose community development and social responsibility is at its weakest. A leadership whose call for budgets are those with contractual obligations and not community livelihood,” he said.
Burora said globally, city councils provide shelters, resettle and rehabilitate the homeless and street kids by reuniting them with their families, but noted the story is different in Kampala.
“ You can hardly find a supplementary budget in regard to that. Reality dictates that we are humans first. I singularly don’t want to fault Kyagulanyi for finding lapses most especially that are Humane and takes advantage of them. We need to redefine our purpose for the positions we hold and stop blaming those who remind us of our responsibility. That is the true definition of public service and leadership.”
The comments by Burora have since drawn mixed reactions from members of the public, especially those on social media, with many supporting him in this regard.
The statements come at a time when several members of the public have faulted the leadership at City Hall for neglecting the city , considering the state of roads with potholes.
