Former KCCA Executive Director, Dorothy Kisaka, her deputy, Eng. David Luyiimbazi and former director for public health, Daniel Okello will at least spend the weekend at Luzira Prisons.
The trio was on Friday afternoon slapped with charges of manslaughter and causing grievous harm.
The charges were in relation to 92 counts of both manslaughter and causing grievous harm.
Prosecution told the Kasangati chief magistrates court that between July 2020 and August 10, 2024, the trio failed in their duties when they allowed Kiteezi landfill, located in Lusanja Village, Wakiso District to continue operating without permits.
The former officials, who were responsible for the safe management of the landfill are being held accountable for their alleged negligence in the landfill’s operations, which led to the tragic deaths of several individuals on August 9, 2024.
The prosecution avers that the officials continued to allow the Kiteezi landfill to operate without the necessary permits and licenses.
Despite numerous warnings about the potential dangers, they neglected to close down the site and failed to heed concerns regarding excessive waste dumping. This disregard for safety protocols allegedly culminated in a preventable disaster that claimed several lives.
They denied the charges.
The prosecutor told court investigations into the matter are still ongoing and were consequently remanded to prison until November, 4 when they will return for mention of their case.
The development means the three former KCCA bosses will spend at least three nights in prison in case they are able to secure a production warrant to return to court on Monday for their bail.
